SUMMARY: Under limited supervision, manages the design and development of BJWSA projects in coordination with the Engineering Department. Responsibilities include oversight of drafting and design standards across CAD platforms (e.g., AutoCAD), BJWSA construction details, BJWSA technical specifications, plan development, permit applications, bidding documents, calculations, and related engineering deliverables. Coordinates project schedules and technical collaboration among consulting engineers, contractors, developers and BJWSA personnel to support timely, cost-effective project delivery in accordance with approved plans, specifications, and appropriate permits.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Duties include but are not limited to:

Duties include leadership of all design deliverables related to assigned projects. Projects are intended to be related to pump station design, waterline design, sewer system design throughout the BJWSA service area. Design will include all related design calculations, site and equipment layouts, complete site plans, and related in accordance with BJWSA Development Policy and Procedure Manual, BJWSA technical specifications, and permit requirements.
Complete project management and coordination of all BJWSA asset relocation projects as it relates to local and state partners.
Supervises and develops assigned staff through effective work coordination, performance management, and staffing decisions in accordance with organizational policies and standards.
Supervises the preparation of easement exhibits as assigned.
This position will serve on the “BJWSA Engineering Leadership Team” and will also be involved in Capital Improvement Program project management, quality assurance and quality control of BJWSA Design, Development and CIP projects.
Supervises, as well as prepares, project designs, drawings, construction documents, cost estimates, material orders, reports, addenda and change orders, and planning recommendations as required for each project.
Ensures that all required permits, approvals, codes, regulations, and contract requirements have been received, properly complied with and recorded.
Provides technical assistance to staff engineers and other departments at BJWSA. Manages and works to resolve issues through coordination with internal staff and external stakeholders.
Monitors safety and security policies and recommends changes when needed.
Provides leadership related to BJWSA AutoCAD standards, and all other related design deliverables with coordination and consideration with BJWSA Engineering Leadership Team.
Performs other duties as required.

EDUCATION and/or EXPERIENCE:

Requires a Bachelor’s Degree in Civil or Mechanical Engineering or related field with a minimum of five years’ experience in engineering related functions and project management, or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities.
Extensive knowledge of the principles and practices of engineering as applied to civil/site design and hydraulics associated with water and wastewater systems and pump stations.
Prefer a minimum of 3 years’ experience managing, leading, training, and developing staff.

CERTIFICATES, LICENSES, REGISTRATIONS:

Licensed Professional Engineer in South Carolina is required, or the ability to obtain licensure within 12 months.
Must possess a valid driver’s license.

SUMMARY: Under limited supervision, directly manages the related project development, design, permitting and construction management activities for private development related projects. Coordinates activities between consulting engineers, contractors, developers and BJWSA personnel to ensure all projects are developed and designed according to BJWSA specifications and ethical standards. Creates development agreements with developers for large developments.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Is responsible for providing project development, design and permitting management of all private development related projects for BJWSA through effective coordination of activities to ensure projects are designed and permitted in a timely and cost-effective manner. Oversees projects with regulatory agencies and through construction.
Supervises and develops assigned staff through effective work coordination, performance management, and staffing decisions in accordance with organizational policies and standards.
Monitors safety and security policies and recommends changes when needed.
Creates development agreements with developers for large developments.
Reviews capacity credits for developers who install regional infrastructure for BJWSA.
Contributes to and reviews/comments on project designs, drawings, construction documents, cost estimates, material orders, reports, addenda and change orders, and planning recommendations as required for each project.
Leads the Development Team’s weekly Design Review meeting.
Ensures that all required permits, approvals, codes, regulations, and contract requirements have been received, properly complied with and recorded.
Receives, reviews, analyzes and approves the construction plans and specifications developed for private development projects.
Provides technical assistance to staff engineers and other departments at BJWSA as required and/or requested.
Receives, considers and responds and communicates in a professional and effective manner.
Represents the Authority at various municipal and public committee meetings related to groups and governmental agencies in the development and approval of assigned projects.
Performs other duties as required.

Senior Project Manager, Capital Projects

ABOUT US: Beaufort-Jasper Water and Sewer Authority (BJWSA) is a public entity that is governed by a board of directors, BJWSA treats and delivers an average of 39 million gallons of drinking water each day to more than 70,000 retail customers. The Board of Directors recently approved a +/- $464M three-year Capital Program aimed at maintaining and expanding the current water and sewer components within the BJWSA system. Capital Improvement projects include both water and wastewater treatment, pump stations and pipelines, wastewater collections, water distribution, and miscellaneous projects.

SUMMARY: Under limited supervision, directly manages the engineering related implementation, design, permitting, bidding, and construction activities of BJWSA Capital Improvement projects. This position coordinates activities to ensure projects of varying size, scope, and budget are designed to meet the needs of BJWSA, and are constructed on schedule, within budget, with minimal problems and in accordance with the approved plans, specifications, and standards.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Directs and supervises duties of assigned supervisory staff. Supervisory duties include instructing, assigning, reviewing, and planning work of others; maintaining standards; coordinating activities between other teams; allocating personnel; acting on employee problems, and recommending employee transfers, promotions, discipline and discharge.
Prepares requests for proposals and qualifications, invitations for bid, scopes of work, and cost estimates; recommends consultant and/or contractor selections.
Participates in in Board meetings and the Board’s Capital Projects Committee on an as-needed basis, providing information on project status, change orders, budgetary impacts, and schedule impacts.
Successfully fulfills the following leadership functions: safety, learning and development, employee relations concerns / resolutions, counseling, performance management, promotions, salary administration, ethics, budget preparation/adherence assistance, and disciplinary actions.
Ensures design and construction compliance with local, state, and federal laws and policies, as well as internal policies and procedures. Requires management level responsibility for application and interpretation of policies regarding the provision of continuous enforcement of the laws and standards of public health and safety.
Monitors adherence to safety and security policies and implements changes when needed.
Assists with the development and implementation of the Authority’s short- and long-range Capital Improvements Program and water and sewer master planning.
Monitors the budgetary and schedule status of capital improvement projects of varying size, scope, and budget.
Coordinates with other Authority departments to prepare standards, procedures, and templates for technical projects.
Ensures that required permits, approvals, codes, regulations, and contract requirements have been received, properly complied with, and recorded for each project.
Assists with the preparation and review of various reports and documents to include pay requests, engineering reports, budget reports, financial reports, Board reports, and construction progress reports.
Assists in the acquisition of land, easements, and rights-of-way required for BJWSA Capital Projects.
Manages special projects as required.
Establishes and maintains effective business relationships with customers, developers, and local municipalities.
Analyze KPIs and other performance data and recommend improvements.
Perform other duties as required.
