Job Summary
The Grounds Maintenance Technician is responsible for maintaining the grounds of The Town of Bluffton, including Parks, roadways, sidewalks, parking surfaces, docks & boat landings to ensure they are safe, clean, and aesthetically pleasing.

Essential Job Functions

Performs all aspects of landscape/grounds maintenance and installation, including pond maintenance

Operates powered equipment such as zero turn mowers, mowers, tractors, twin-axle vehicles, chainsaws, weed eaters, blowers, string trimmers and edgers

Ability to perform all aspects of landscape and irrigation maintenance and installation

Performs clean-ups, leaf and debris removal, brush removal, weed pulling, digging, trimming, pruning, edging, mulching, raking and blowing.
Conducts regular inspections of grounds to identify and address issues such as plant diseases, pest infestations, and hazardous conditions.
Reports any safety hazards or maintenance needs for grounds features.
Planting and transplanting flowers, shrubs and trees.
Uses hand tools such as shovels, rakes, pruning saws, saws, hedge and brush trimmers, and axes.
Waters lawns, trees, and plants, using portable sprinkler systems, hoses, or watering cans
Provides proper upkeep of sidewalks, driveways, parking lots, fountains, planters, and other grounds features
Operates and performs preventative maintenance on all equipment used to perform job duties
Ensures grounds are safe, clean, and aesthetically pleasing
Learns and applies new techniques and procedures to improve grounds maintenance and installation
Excellent customer service skills
Adheres to The Town of Bluffton’s safety policy and ensure that the public and co-workers will be safe while performing job duties
Assists in maintenance of all Department equipment to include vehicles.
Operates vehicles and light equipment including 1/2 to 2-ton trucks, dump trucks, forklifts, and trailers.
Sows and mows grass; plants, prunes, and trims trees, shrubs, and bushes.
Applies pesticides and herbicides in accordance with safety guidelines and regulations.
Maintains an orderly and clean storage area.
Gathers and removes litter and trash from grounds around Town.
Cleans and stocks restrooms, as needed. Cleans and maintains vehicle and equipment as directed.
Digs up and back-fills meters, meter boxes, valves, irrigation components, and service lines for location, maintenance, and/or repair.
Cleans and restores job site to original condition including placing sod, raking, and other landscape functions.
Cleans and maintains grounds around utility appurtenances using hand and gas-powered tools.
Performs miscellaneous tasks in support of various Town of Bluffton projects/activities: sets up tables, chairs, and equipment for events; moves/relocates furniture/equipment; lifts/moves equipment and heavy materials.
Documents daily activities in Cartegraph.
Performs emergency or disaster-related duties as requested.
Responds to emergency calls after normal working hours and/or be available to work as support service for Town of Bluffton hosted events outside of normal work schedule
Performs other related duties as assigned.
Qualifications
Education and Experience:

High school diploma or equivalent; and one (1) year of related work experience as a Public Worker I at the Town of Bluffton or equivalent position at a comparative employer; or equivalent combination of education and experience.

Licenses or Certifications:

Valid South Carolina driver’s license.

Special Requirements:

Must pass physical and drug screen.

The purpose of this position is to perform protective service work and enforce laws for the Town of Bluffton (Town) working with the Beaufort County School District’s elementary schools. Short-Term Rental Services Supervisor

Public Works - General Support Supervisor

Under limited direction, supervises, plans, coordinates, and reviews the work of staff responsible for providing support to all Public Works divisions including Administration, Traffic, Parks, Stormwater, Facilities, and Fleet Management. SPECIFIC DUTIES AND RESPONSIBILITIES

Plans, prioritizes, assigns, supervises, and reviews the work of staff responsible for general support functions across all Public Works divisions.

Establishes schedules and methods for providing general support services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.

Participates in the development of policies and procedures; monitors work activities to ensure compliance with established policies and procedures.

Coordinates support for HVAC system maintenance, repair, and replacement programs and is familiar with Metasys software.

Manages large-scale moving, building, and storing of furniture/office equipment.

Develops and implements emergency response protocols for all Public Works divisions.

Advanced proficiency in Microsoft Office suite and public works management software systems.

Coordinates tree clearing and removal operations that present safety hazards to citizens and/or city property.

Supervises support for installation, maintenance and repair of traffic signal systems, including wiring, conduits, poles, heads, controllers, switches and vehicle detectors.

Coordinates street lighting system installation, repair and maintenance programs.

Develops and implements quality control protocols for traffic signals and street lighting systems.

Serves as chief inspector on traffic signal installations under contract when needed.

Coordinates equipment and grounds maintenance throughout City owned parks and rights-of-ways.

Manages support for sidewalk, roadway, and stormwater repair/maintenance projects.

Coordinates support for fleet maintenance operations.

Implements interdepartmental projects as directed by the Public Works Director.

Trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures when necessary.

Participates in the selection of maintenance staff; provides staff training; works with employees to correct deficiencies; implements discipline procedures.

Answers questions and provides information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints.

Subject to recall for emergency and designated “remain-behind” personnel in the event of a natural disaster.

QUALIFICATIONS

Associate's Degree in Public Administration, Construction Management, or related field and five years of increasingly responsible experience in public works operations, including two years of supervisory responsibility; or an equivalent combination of education and experience. I.M.S.A. Level 2 Certification and Work Zone Safety Program Level 2 Traffic Signal Field Technician certification required. Must be highly proficient in the use of equipment necessary to perform tasks with the ability to supervise staff effectively and coordinate with multiple departments.

ADDITIONAL REQUIREMENTS

Possession of a valid South Carolina Driver's License is required within 30 days of hire. Appointees to this class will be subject to mandatory testing for drugs prior to beginning work; once on the job, incumbents will be subject to mandatory testing for drugs and/or alcohol on a random, reasonable suspicion, post-accident, return-to-duty, and follow-up basis. Ability to pass law enforcement security clearance within 60 days of hire.

ADDITIONAL INFORMATION

Must have completed International Municipal Signal Association (IMSA) Level 2 certification.

WORKING CONDITIONS

Incumbents in this classification may be exposed to a variety of hazardous and/or unpleasant field conditions, including wet, rainy, cold, or hot weather, and traffic. Work in this classification requires various types of physical exertion, such as: prolonged bending, stooping, and lifting; and driving vehicles and/or equipment for long periods of time. Incumbents split time between field work and office duties.

Must have advanced knowledge of municipal public works operations including traffic systems, parks maintenance, stormwater systems, facilities management, and fleet operations; electrical theory and practice; low voltage systems; lighting and control circuits; materials, methods and equipment used in the installation, maintenance and repair of various infrastructure systems; methods, materials and equipment used in construction and repair; safe driving practices; safe work practices; principles of supervision, training, and performance evaluation; basic budgeting principles and practices; and applicable federal, state, and local laws, codes, and regulations.
