ESSENTIAL DUTIES AND RESPONSIBILITIES

Duties include but are not limited to:

Ensures that all functions required to operate and maintain BJWSA’s water production wells are completed safely and in accordance with all applicable SCDES regulations. Operates these systems in a manner that always produces safe drinking water in a cost-effective manner that meets all regulatory requirements.
Performs various supervisory duties including daily operation and maintenance of wells, pump stations and distribution systems, scheduling, assigning, counseling, appraising, safety training and providing recommendations for disciplinary action and/or discharge.
Schedules and ensures the completion of all necessary sampling including: general water quality samples, main clearance samples, routine bacteriological sampling, lead and copper sampling and all other needed sampling.
Ensures that all booster pump stations and tank sites are operated and maintained safely in accordance with BJWSA’s prescribed maintenance schedule including the performance of preventive maintenance and routine maintenance.
Leads BJWSA’s efforts to evaluate, respond to, and resolve customer complaints related to water quality through coordination with Customer Care, Field Operations, Laboratory, and other workgroups. Including analyzing water samples from complaint locations, preparing reports for each complaint including sample results and transmitting it to the customer.
Leads efforts to maintain appropriate disinfectant concentrations in BJWSA’s distribution systems including monitoring, sampling, directing routine flushing activities, and recommending changes to storage tank operating ranges and disinfectant residual targets at treatment plants.
Updates and prepares SOPs for distribution systems. Complete work orders associated with the operation of its ground water systems tank sites and booster pump stations. Performs equipment monitoring and completes preventative maintenance and routine maintenance work orders as needed. Performs instrument calibrations.
Provides various reports as needed including: monthly and quarterly reports and data summary reports.
Receives reviews, prepares, and processes various forms and documentation to include monthly and quarterly reports, SOP reports, record charts, station logs, chemical analysis forms, bacteriological records, chlorine data sheets, charts, diagrams, maps, etc.
Provides training and support for operators in the operation of the Hach WIMS system.
Manages BJWSA’s Uni-Directional Flushing Program including formulating flushing plans for the overall system and specific portions, scheduling flushing events, and coordinating activities with other affected groups such as Field Operations, Plant Operations, Customer Care, and Communications.
Prepares operating budget requests for well systems and distribution programs and monitors operations for budget compliance. Purchases needed treatment chemicals, equipment and instrumentation.
Ensures W&WQT operators are properly trained to meet water treatment quality standards and to fulfill formal training requirements set by the South Carolina Department of Labor, Licensing and Regulation (SC LLR) Environmental Certification Board.
Prepares and processes a variety of required reports on a weekly, monthly and annual basis. Maintains files and documentation. Receives, reviews, and/or transmits a variety of information including daily operations log, daily calibration logs, pumping reports, chemical use logs, SCDES reports, South Carolina Water Resources Commission (SCWRC) water use reports, etc.
Performs special projects as required or assigned by the Chief of Water Plant Operations.
Performs other duties as required within the scope of responsibility.

Manages the efficient/daily operations of the Authority’s Water Treatment facilities (surface water plants, wells, ASR wells, water transmission). Reviews, analyzes, and signs water treatment quality records. Oversees the daily management activities associated with all of BJWSA’s drinking water treatment plants (WTPs) including operations, maintenance, planning, transmission, residuals management, process control, plant upsets, power management, contract administration, permitting, budgeting, designing, special project management, and supply requisition.
Ensure the production of clear, safe drinking water in a cost -effective manner. Ensures that raw water supply system and the treatment plant(s) operate efficiently and safely and are in compliance with federal and state drinking water regulations.

Responsible for requesting, reviewing, coordinating, and prioritizing maintenance activities at water pumping, treatment, and storage facilities.
Performs various supervisory duties and responsibilities to include instructing, assigning and reviewing work of subordinates, coordinating activities to maintain standards set upon the department, and handling related personnel issues including interviewing, providing recommendations for hiring and training, counseling, appraising, and recommending staff for promotions, disciplinary action and/or discharge.

Coordinates the delivery of drinking water to wholesale customers in accordance with these agreements, South Carolina Department of Environmental Services (SCDES) regulations and the Authority’s need.
Performs special projects as required or assigned by the Chief of Water Plant Operations.

Fleet Maintenance Coordinator

Under limited supervision provides Administrative and Technical support for the Fleet Maintenance Department. Coordinates routine and non-routine Fleet related services, repairs and maintenance with BJWSA employees, departments, and vendors. This is to include stationary equipment such as auxiliary engines and generators used in the water and wastewater systems. Utilize Computerized Maintenance Management Software (CMMS) and Fleet asset management software to support the Fleet Maintenance program.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Duties include but are not limited to:
1.Supports the Fleet Maintenance Department with customer service functions; receives Fleet emergency phone calls and dispatches appropriate Fleet Technicians for repairs. Administers Pool Vehicle key check out and check in.
2.Assists in/and or coordinates with operators of vehicles and equipment as well as vendors and outsource repair shops to schedule maintenance and or repairs, track progress, and maintain parts inventory levels.
3.Performs light maintenance and repairs to BJWSA Fleet Vehicles and or Equipment.
4.Administers BJWSA’s Fuel Card program to include issuing fuel pins for new hires, reorder of damaged/missing fuel cards and distribution of new cards.
5.Supports the processing of new Fleet vehicles and mobile equipment; ensures that new vehicles/mobile equipment documentation is received from vendors upon delivery and submits required documentation to the Purchasing Department. Inputs the data in the Computer Maintenance Management System (CMMS) as well as the Fleet Telematics system and assigns Vehicle/Mobile Equipment asset numbers.
6.Updates the Fleet Telematics system with employee/driver information and assists in key fob distribution and collection.
7.Updates and Maintains both electronic and physical records of Vehicles/Mobile Equipment.
8.Supports the processing of Fleet vehicles/mobile equipment for disposal; Removes BJWSA related information (tags, logos, GPS units), provides photos of vehicles/equipment to the Purchasing Department as needed.
9.Serves as the internal point of contact for the Purchasing Department regarding Fleet Vehicle/Mobile Equipment surplus inquiries and removal of assets from BJWSA.
10.Inspects vehicle/mobile equipment damage and acquire repair estimates if needed.
11.Schedules repairs with outside vendors involving Fleet Vehicles/Mobile Equipment insurance claims and communicates repair status to appropriate departments. Verifies appropriate repairs were completed and inspects vehicles/equipment. Updates appropriate electronic records and departments.
12.Completes material requisitions for all purchases made or orders requested to maintain spare parts, repair, and maintenance inventory.
13.Receives, reviews, prepares and processes or transmits a variety of information such as maintenance work orders, DVIR’s, procedure manuals, electrical, mechanical and hydraulic schematics, technical reports, and parts catalogs.
14.Performs other duties as required within the scope of responsibility.

SUMMARY: Under limited supervision provides analysis and coordination support for the ongoing logistical functions of the Wastewater Operations Department. Coordinates routine and non-routine projects with employees, other departments and external sources including governmental agencies, customers, contractors, consulting engineers and vendors. Utilizes a CMMS database to identify attributes for performance tracking of resources and provides input to the efficiency of the group.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Duties include but are not limited to:

Creates forms and dashboards for data entry used by Wastewater Operations staff. Reviews the database information to determine relevant factors to the group. Identifies trends in the data and tracks changes over time.
Makes recommendations related to the workflow process of the wastewater operations group to increase efficiency of data collection, work assignments, work tasks and cost of work.
Evaluates each process to determine the amount of time and money associated with each task. Using this information, set benchmarks for groups to meet in regards to budget and work completed.
Monitors the expenses as they relate to the projected budget and investigates budget line items over budget. Provides a quarterly report of budget variances and explanation related to them.
Using information established with the work order database, projects upcoming preventative maintenance or routine work orders and identifies the allocation of resources needed in future years to perform those tasks.
Coordinates the completion of: 1) Ground Monitoring Reports (GMRs) and Discharge Monitoring Reports (DMRs) for manager review and approval in compliance with regulatory requirements 2) Monthly, Quarterly and Annual South Carolina Department of Environmental Services (SCDES) reports, 3) Partnership Reports, SCDES Awards and other similar reports as required.
Coordinates special projects as requested, completes research projects to consolidate and analyze current and historical information from various sources. Coordinates the production of presentations for various functions as needed.
Oversees the implementation of quality of data, filing systems and databases utilized for administration of the Pretreatment Program.
Generates various reports from CMMS including aged work orders, labor hour utilization etc.
Maintains the following files: reports, reference materials, historical information, project information, water production information, wastewater data, collection system, and distribution system records.
Completes routine reports such as Monthly Operations Summaries, graphs, award applications and performance metrics. Assists with analysis for work hours, chemical costs, budgeting and power management. Provides support for BJWSA’s Pretreatment Program in cooperation with the pretreatment staff and Wastewater Operations Manager.
Establishes the processes to receive, code, and distribute invoices throughout Wastewater Operations. Processes will ensure invoices from vendors meet BJWSA standards and are processed in a timely manner.

SUMMARY:

Under limited supervision, is responsible for the daily oversight of the Field Operations Pipeline Department’s personnel and activities associated with the BJWSA’s water and wastewater delivery and collection systems. These duties include overseeing all new connections to BJWSA water and wastewater systems, the maintenance and repair of all BJWSA water and wastewater pipelines, and the management of activities associated with meter maintenance and the implementation of BJWSA policies associated with construction. Ensures that all aspects of work performed in the water distribution and wastewater delivery and collection systems is performed in accordance with ethical standards, local, state and federal regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Duties include but are not limited to:

Ensures the operation, maintenance, repair and construction of water and wastewater pipeline and structures through effective coordination and communication of activities between BJWSA divisions, consultants, engineers and contractors.
Manages employee concerns/problems, counsels and disciplines employees. Completes employee performance reviews, coordinates training activities, makes hiring recommendations, provides instruction, recommendations for transfers, promotions and disciplinary actions, discharge and salary administration.
Monitors safety and security policies, responsible for physical security of BJWSA facilities, and recommends changes when needed.
Assists in the development of and implementation of BJWSA’s Asset Management Program, CMMS software, and documenting and updating workflows.
Monitors the installation of new water and sewer connections, and the maintenance and repair of all water and sewer lines.
Maintains the water delivery systems in a manner to provide for the designated system fire flows and works with local fire districts and engineers to maximize system performance.
Monitors and provides input to the annual budget associated with the Field Operations Division and controls activities and expenditures with budget targets.
Manages and participates in the processing and approval of a variety of transactions involving purchase orders, accounts receivable, invoices, accounts payable, payroll and/or other related functions.
Functions as a Member of the Design Review Team. The team reviews the plans for all BJWSA capital and development projects to ensure plans comply with BJWSA regulations, field operation activities, and the BJWSA Strategic Plan.
Prepares construction cost estimates and plans related to customer requests, as well as the Engineering Department. Reviews and approves commercial tap quotes as requested.
Manages, reviews and participates in the collection and /or processing of data and/or information as needed. Prepares and reviews a variety of related reports, statements and communications as needed.
Audits a variety of data for quality control purposes.
Responds to requests for information and provides subject-matter-expertise/guidance to other departments, consumers, the general public and/or external agencies.
Coordinates, as needed, the review of newly constructed water/wastewater systems to ensure these systems are ready to be accepted by BJWSA for ownership and operation.
Coordinates BJWSA operations activities in a professional manner. Interacts with other water and sewer utilities, customers, municipalities, county and state agencies, regulatory agencies, contractors, consultants, engineers.
Coordinates operation division activities associated with BJWSA’s emergency response plans.
Is required to serve as part of the hurricane stay-behind team, report to work, or work modified days/hours or schedules in response to adverse weather or other emergencies with no guarantee of additional compensation. May be required to be on-call 24/7 for extended time periods for emergency response with little to no prior notice.
Performs other duties as required.

QUALIFICATIONS

Required Education, Experience, Certifications, Licenses:

• 5 years’ experience with extensive knowledge of the principles and practices of construction activities as applied to water, wastewater, project
management and general construction practices.

• 3 years’ experience at the leadership level.

• Class “A” Water Distribution license and a Class “A” Wastewater Collection System license or must pass both Class “A” tests within one year of employment.

• Valid Real ID compliant driver’s license.

• Obtain a Department of Defense ID (DBIDS) within 6 months of employment.

Preferred Education, Experience, Certifications, Licenses:

• Bachelor’s degree in civil or mechanical engineering or related field.

• Class “A” Commercial Driver’s License (CDL) with tanker endorsement.

Requires the ability to speak with and before others with clarity, voice control and confidence using correct English and well-modulated voice.

Computer Proficiency: Must be proficient with computer software including, but not limited to, word processing, spreadsheet, database, and mapping. Must possess strong keyboarding skills.

Intelligence: Requires the ability to exercise judgment, decisiveness and use creativity when applying principles of rational systems to solve practical problems. Deals with a variety of concrete variables in situations where only limited standardization exists. Interprets a variety of instructions furnished in written, oral, diagrammatic or schedule form.
