BJWSA, an award-winning water and wastewater utility in the rapidly growing Lowcountry region of South Carolina, is seeking an accomplished Director of Human Resources. This position is pivotal to fostering an inclusive, high-performing culture and supporting BJWSA’s workforce of approximately 250 employees, spread across administrative, technical, and field operations. Currently, BJSWA serves 70,000 customers across 750 square miles.This is a career-defining opportunity to shape HR strategy and operations in a community-centric organization that values collaboration, innovation, and a high level of service delivery. The Director of HR will report directly to the General Manager and work closely with the executive leadership team.

Key Responsibilities
•Leadership & Strategy: Lead the HR department, ensuring alignment with organizational goals. Oversee direct reports including HR Specialist, Benefits Administrator, Talent Partner, and Organizational Development Manager. Serve as Staff liaison to the Board of Directors’ Personnel Committee.
•Recruitment, Onboarding, & Retention: Develop innovative strategies to attract and retain a skilled, experienced, diverse workforce. Implement modern practices to meet staffing needs, from entry-level field technicians to specialized roles, such as engineers. Overhaul the onboarding experience, including expanded orientation programs and tailored departmental training. Develop career paths to foster professional growth with the goal of retention of top talent.
•Employee Relations & Culture: Cultivate a culture of equity, accountability, and trust. Promote initiatives that bridge gaps between office and field staff, emphasizing collaboration and inclusivity.
•Performance Management & Development: Revamp the performance evaluation process to provide differentiation, actionable feedback, and foster career growth. Champion leadership development and succession planning.
•Compliance & Policies: Ensure consistent application of employment laws, policies, and procedures. Create necessary policies, overhaul outdated policies, update employee handbook, and create a guidebook for managers.
•Compensation & Benefits: Regularly assess and enhance compensation and benefits programs to create a committed workforce with necessary skills to return results and retain talent.
Experience & Education
•Bachelor's degree in Human Resources, Business Administration, or related field.
•Minimum 8-10 years of progressive HR leadership experience.
•Professional certifications such as SHRM-SCP, SPHR, or equivalent preferred.
•Preferred experience with public/government organization.
